I think the best option now is a static site - maintained and developed 
through CVS.

I maintain a medium sized Drupal site at http://www.ilug-cal.org/, and 
maintaining a dynamic site singlehandedly can be difficult once it 
becomes a little large.
We are short of volunteers at this stage, and drupal sounds a little too 
premature to me.
