I am now at at home. When I attempt to download the windows msi file from here
http://www.miniwiki.org/wiki/index.php?wiki=_content.live.gnome.org%2FEvince%2FDownloads 

it downloads with the same speed 4-6kb/s (on a 10mbps network).
