Various bugs within GNOME Bugzilla are unreadable due to Perl bugs regarding
utf-8 handling. The Perl from RHEL7 should have all of those fixed.

It would be nice to have a RHEL7 test instance.

Be warned: RHEL7 has Apache 2.4 and the deny/accept syntax is different. This
may cause some problems! Upstream is finalizing Bugzilla 5.0, it would be nice
for GNOME Bugzilla to:
1. Test instance to RHEL7
2. Production to RHEL7
3. Eventually: Test instance to Bugzilla 5.0
4. Even further away: Production to Bugzilla 5.0
