wiki.gnome.org will get some love for mobile devices and a new parameter is
needed in the wikiconfig.

According to the link https://moinmo.in/HelpOnThemes#Modify_wiki_configuration,
html_head adds HTML markup in the head section, so the corresponding line is:

html_head = "<meta content='initial-scale=1.0,width=device-width'
name='viewport'>"
