The IRC channel for GtkSourceView is no longer on #gedit, it is now on the new
#gtksourceview channel.

I have several requests:
1. On #gedit, remove GtkSourceView-specific stuff for the bugbot and Commits
bot.

2. On #gtksourceview, add the two capabilities of bugbot (for bug watching,
only for the gtksourceview bugzilla product).

3. On #gtksourceview, add the Commits bot for the gtksourceview module.
