#1 I can help with: edit /etc/sysconfig/network-scripts/ifcfg-ppp0 and
change
ONBOOT = yes
to
ONBOOT = no
(something like that; you get the idea).
#2 I don't know. I always just use 'diald' or 'ifup ppp0'.
