Problem with applet-widget.h

At least one package (gtkicq) calls applet-widget.h, which is installed
from gnome-core/panel.  Unfortunately, applet-widget.h calls
gnome-panel.h, also in gnome-core/panel, which is not installed.

Should gnome-core be installing gnome-panel.h, or should applet-widget.h
not be calling it?
