Dates on installed header files`

If I update my gtk and install the newer version from CVS, all
the installed header file get timestamped with the install time.
If I then go to update gnome-libs, every file gets remade because
the gtk header files are all newer than the .o's in gnome-libs.

Are there any install/configure options to prevent this? Can
I compile using the headers in my CVS source tree or do I
hsve to install them to a common directory somewhere?

These builds take forever on a my 486.
