First, what is your window manager? 
The pager applet requires icewm > v0.9.1. I am currently rewriting the
wmpager_applet, and the new version will have a nice dialog to let you
know what is going on with it, why it fails, etc.
If you have not tried icewm, I recommend it. It is small, fast,
feature-rich, and theme-able. The home page for icewm is:

There are people involved with making GNOME work with different window
