panel suggestion/question

1)  I like to enable "Keep panel below windows" because I get more
screen area on my laptop.  It would be nice if there were a companion
"Raise drawer panels when open" or something to that effect.  The
problem is that drawers open underneath any windows on the desktop when
"keep panel below windows" is enabled.

2) Anyone know how to dock Netscape's component bar on the gnome panel?
