Windows opening below Panel

This only recently started and needless to say, it's quite annoying. As
my subject says, application windows, dialog boxes, etc are opening
below the Gnome Panel. In many cases, what is below the panel are the
"OK", "Cancel", "Help", etc buttons.
Is this a Gnome issue or a window manager (Enlightenment, in this case)
issue ? Speaking of E, does it have a way to set how to "place" new
windows other than the "Place Windows manually" option in e-conf ?
WindowMaker has numerous including random, cascade, manual, etc...
Back to the Panel problem -- under "Global Properties" I do *not* have
"Keep panel below windows" checked (it seems to be the closest option
the visible...). Since it's not checked, doesn't it mean "Keep panel
*above* windows" ??
