Gnome User's Guide - where is it?

By default, gnome has a help icon on the panel.  When I bring it up
and try to select the GNOME User's guide, I get the following:

Error loading document:  ghelp:users-guide

Does this document not exist?  I couldn't find any files named
users-guide.
