multiple gmc instances

Im still seeing the multiple gmc instance problem. When I invoke a a
second gmc from the command line I get:

** WARNING **: There is already a process taking drops on the desktop!

But the second gmc starts up anyway. I even get two sets of desktop icons.
I am wondering if this is an acknowledged behavior, or if it is simply due
to some local configuration on my machine.
