gnome-session starts two panels

Hi,
Could someone tell me how to stop gnome-session from attempting to
always start two panels. I get a "question" popup for the second
instance "I've detected a panel already running. Start another panel as
well? (The new panel will not be started)" all the time.
My .xinitrc (RedHat 5.2) has "exec gnome-session" without starting the
panel so its not there.
My session file has only one panel section in the Default part:

Where is this second instance being called from?
