Are you using the RPM? When I tried to install gettext 0.10.35 from
source, nothing went where it was supposed to. The RPM put everything in
the right place. In particular, you need these three files in
/usr/share/aclocal:
gettext.m4
progtest.m4
lcmessage.m4
