Gnome Pager suggestion

I set the Gnome Pager to display 2 rows of pagers because that agrees
with the default height of a horizontal panel. However whenever I have
an odd number of workspaces the odd workspace gets placed in a third row
increasing the height of the panel. Is there a way for the pager to
know which way the panel is oriented (vertically or horizontally) so it
can know where to place that odd workspace?

Thanks,
