No, it's not a typo.
The configure script requires GNU dc, but GNU dc is now included in GNU bc -
same for RedHat packages.
You can find the source code at:
ftp://ftp.gnu.org/pub/gnu/bc/
or any of its mirror sites.
When using RedHat, just install the `bc' package.
Most modern UNIXes should have a system `dc' program (tested with Digital Unix).
