How to set default panel config

Hello,

I'm working on a default user setup based on GNOME.  I'd like to start users
out with some applets, but I don't see how to set up default applet configs.

Can it be done?

Also, (a bit off topic perhaps) I plan on using the gnome pager applet, is
there a way to disable the E pager windows?
