Actaully, thanks to a suggestion from Michael Perry, I got Balsa to 
compile with ORBit 3.98. I just needed to run "orbit-idl" on the 
balsa.idl file in a virgin source tree -- I previously (and 
unsuccessfully) tried on a source tree I cleaned up with "make 
distclean."
