gnome-pager tolltips

I thought I would make a small contribution to gnome and add tooltips to
the gnome-pager applet.  It drives me nuts that once I get five or more
applications going I can't read the labels on the pager buttons. 
Hoever, when I opened up the gnome-pager source, I saw that the code for
topltips was there, but it was commented out.

It seems to work fine.  Is there any reason it's not enabled normally?
