panels don't show on both desktops

I have two desktops under enlightenment.  I've got two panels, one
corner and one edge.  After starting X and moving to my second desktop
(via) the E pager, my panels do not appear.  If I change the orientation
of the panels (corner->edge) and then back to where I have them, they
then appear on my second desktop.
