There are currently two different docbook -> man tools included
in Debian.
docbook-to-man-ans seems to stem from a tool by the X Consortium (I
can't find an original url, a debian bug has been filed). It uses
nsgmls, some data files and a shellscript.
docbook2man (originally at http://shell.ipoline.com/~elmert/comp/docbook2X/)
uses nsgmls and the SGMLSpm perl module. This one worked the best for
me. If your DocBook is of the XML variety (as opposed to SGML) you might
have to do a custom conversion to uppercase names first (or change the
tool).
I believe a third tool based on the perl XML::Parser module is in
progress.
