Make Netscape Panel Aware?

I'm currently using the most recent gnome release (which I've compiled
myself) with WindowMaker on a modified redhat 5.1 install.   I've never
been able to get gnome-session to work properly with windowmaker, so I
currently just use the panel to make use of gnome.  I have an edge panel
on the bottom of my screen, and  I'd to make netscape and other apps
respect the edge panel as the bottom of the screen so I don't need to
hide the panel to make use of the scrollbars on netscape.  Is there a way
of doing this?
