gshutdown

A short question from yet another newbie...
When I try to run the "Shutdown or reboot" option from the Gnome->Settings
menu, I am told that I need to be root to do this.
Of course I can log out and reboot/halt from gdm, but why do this if I could do
this from Gnome itself?
I've tried to change the permissions of gshutdown (chmod +s gshutdown and chown
root.users gshutdown), but to no avail. A quick look at the source code didn't
learn me much, either. And, finally, I have a /etc/shutdown.allow file, but I
don't think gshutdown will use it.
So... what am I doing wrong?
