How about scanning for the apps when the WM was started?  If the executable
specified by the shortcut was not found in the path or the path specified was
invalid, make the shortcut not appear in the menu.  Simple as that.  That way,
you could, say, have a shortcut built into gnome for netscape.  Now let's say
you didn't install it when you installed your distro - fine.  You won't see it
in your application menu.  But then when you download/install netscape, it
automagically appears in the application menu whenever the panel is restarted.

The only concern would be added startup time - how many resources and how much
time would something simple like this take?
