Compiling GAIM help

Subject: Compiling GAIM help

  I'm trying to compile 0.9.13 from the tarball. It makes it through the
./configure but on make it tells me

gtk/gtk.h: no such file or directory


then an Error 1 message and promptly fails to finish. Can anyone tell me
which devel package I'm missing?  I'm running OctoberGnome on RH 6.0.
