URL Handlers?

Hi - Hope this is the appropriate forum for this question... I note that
URLs are underlined and the cursor turns to a hand when I mouse over them
whenever displayed in some terminal window on my RH 6.1 Dell box. But
clicking on them does nothing. 

There is a URL Handlers section in the Gnome Control Center, but I can't
find much info on this. 

Is there a way to enable double-clicking on a URL to go straight into
Netscape?
