Not really.
That is why we created the GNOME UI team: to be able to get as many
UI suggestions as we could, and keep track of them.
And that is why the bug tracking system has a "wishitem" feature, so
people can suggest things they would like to see in GNOME.
Of course, providing a patch is a lot better: it ensures that the
feature will be looked in a more timely fashion than just a request.
