Documentation Tools? ie: Javadoc?

I'm looking for tools like Javadoc to generate documentation, cross
reference, and class documentation from commented source code.  I'm
starting on a project with Java, Python, and C/C++, so need tools in all
cases.  It would be nice if the tools used the same syntax for the
comment styles.

Clearly we could use Javadoc for the Java code.  But what about the
others?  I've come across a few tools, but wanted to know if there was
something in that the Gnome developers seemed to prefer?
