Actually I only set the variable when the install didn't
work.  I figured it wouldn't hurt.

As it turns out, I was able to get the mozilla,
mozilla-devel, and the galeon rpms down with wget.  It had
to restart on the devel rpm twice and the mozilla one any
number of times.  The connection kept dropping.  I would say
that it was on my end but downloading all other files form
other sites work fine.

Anyway, the rpm install of all relevant files went off
without a hitch.  Everything runs fine.

Galeon is very nice.  It still seems to be missing some
little features that I'd like to have like saving images.  I
can't seem to save additional bookmarks, either.  But I
intend to use it.
