panel troubles

One of my users doesn't get a panel when she logs in -- instead, she
gets a message box informing her that there is already a panel running
and asking if she would like another.  If she answers yes, she gets a
panel; if no, she doesn't.  But no amount of session-saving will make
gnome start the panel correctly next time -- it will always complain
of there already being a panel.

What could make the panel always think that there is another one
running?  Is there some way to stop it?
