sawmill restart locks up the panel

I'm working on my sawmill theme and I need to restart it to see the
changes but when I do the panel accept only right clicks, all my
launchers and applets are insensitive, I can only bring up the panel
menu (by right clicking, also on panel items).

I'm not on the bleeding edge, my system is:

gnome-core, applets 1.1.4
sawmill 0.24
