GNOME 1.2: How do I move the "menubar" panel at the top?

Nearly there with the amazing new GNOME...
The default desktop has created a menu "panel", which I assume is
supposed to be at the top of the screen. But it isn't: it's about
150 pixel down. And I can't move it!
It seems different to a normal panel, which I can drag around the
screen.
I'm using Sawmill - is this the cause?
