Possibly copying the config files from ~joe to ~root would fix this.
Or better yet, don't even bother logging in as root. Always log in as 'joe'. When you need to do something as root, run a gnome-terminal and in gnome-terminal type:
$ su root
or
$ su - root
The first will have the same environment (PATH, aliases, etc.) as 'joe' while the second will pick up root's environment instead. 'su' stands for "Switch User".
