default shell

Hi All
While creating a new user in my system if I don't -s option I am
getting tcsh as the default shell.
What should I do to get bash as the default shell with out using -s
option while creating the user.
I don't want to modify the /etc/passwd file either.
Can any body please tell me the answer?
