It has been pointed out to me that this makes no sense :) I meant,
"someone else has found the same bug and posted it to one of those
categories in http://bugs.gnome.org, and you were looking in one or
more of the other categories". I keep finding bugs "somewhere else"
after looking in the section I thought the obvious place to look :)

Conversation on IRC and email from someone who meets this with
sawfish led to this realisation:
I use 'small' panels rather than 'normal' panels. I use no
menu bar in my gnome-terminals. The vertical difference in
where my gnome-terminals start and end up looks _very_ much like
it's "the gap between a normal and small panel" plus the "extra space
the menu bar would have taken up if I'd used it".
As to the jumping to the right which you see and which I don't: no
clue unless -- thinking along similar lines -- the fact I moved my
scrollbars to the left is relevant. Did you leave them on the right?
