  As far as I can tell, this is an XFree86-4.0.x software issue.
I upgraded from -3.x to -4.x and lost DPMS Energy Start features
immediately.  I don't know of a workaround.

  I can't get it to work with the xset commands either, so I don't
think this is a GNOME issue at all.
