Change the permissions of the configurationfiles in the homedir of the
users...... Or, as a more intelligent-looking approach, run a script in
the ~/.profile of the users, that puts back a standard-skeleton of
configfiles and make ~/.profile read-only. Users then can make any
changes they want, but at the next logon the old configuration will be
put back.
