permissions in gnome, instead of the shells...

Greetings;

Will anyone say why user dcswest in this case can
view a file with permissions 0755 and ownership
root wheel, but cannot view a file with the same
permissions and ownership dcswest wheel?  It's
the error "Cannot create temporary command file
Permission denied (13)."  It seems to only be
an issue with permissions in gnome, instead of
the shells too!
