how to control dialog panel pop-ups ?

Hi,

I have an occassional problem in Gnome (1.4) - occassionally when an
application pops up a dialog panel, the panel pops up on a different desktop
other than the one that the parent app is running on.

I know that part of the problem is due to the fact that the application is not
parenting the new dialog panel correctly (I think it creates it w/o a parent),
but still, isn't there some way to keep all new dialog panels to the current
desktop ?
