Hey there,

Unfortunately there is no easy way for gnome-dictionary to use
proxies...you'll need to pass it through a 'runsocks' [socksification]
script to be of any use. Since there is no way, without a large rewrite,
it has been temporarily pulled from the Sun release until we can do this
work.
