Multi-user desktop tool

Hi;
Being quite a newbie (6 months or so) in the GNU/Linux world, I
came to wonder if there are any "user configuration" tools for
Gnome that allow you (as an admin) to control users' rights to
create desktop icons, alter the menus, add applets to the panels,
etc.
Ultimately, it should be handy if this tool was able to edit the
default desktop look and common icons/menus for the users as
well.
So, anyone know if there is such a tool for Gnome? Or do I have to
write it myself? :)
