Could it be that it's in the wrong place?

nope you haev it in the right place... that is the default location, the
program you are compiling is in error... just amke a symbolic link as a
workaround

ln -s /usr/include/gdk-pixbuf-1.0/gdk-pixbuf  /usr/include/gdk-pixbuf
