i18n/gettext (build) doc?

Is there any documentation anywhere on gettext/i18n development as seen in 
(most) GNOME apps?

If I try to check out and build something from GNOME CVS I will more often 
than not run into *some* problem related to ./intl or ./po, and I'm at a 
complete loss to figure out how it may be resolved. (Except I can 
sometimes enable build via dirty tricks in Makefile, configure etc.)
