Administering gnome 1.4 - Global Profiles

We're on AIX 5L with Gnome 1.4 I've been looking in the docs, faqs and
on the Linux Documentation Project, but haven't found anything useful,
so maybe you all can help me:
I want to do something that should be simple. We're creating a
one-size-fits-all main panel:
1. Have the main toolbar preferences and configuration in one
place, so when administrators change it, all users get the changes.
2. Users shouldn't be able to change the toolbar.
I presume it should be possible to have all the persistant configuration
info in one spot, while local session info is in a user's home
directory. I just haven't been able to figure out where to put the goods.

Has anyone seen a good document for Sysadmins managing a large
installation base of Gnome systems? I can't find anything like it.
