Short answer those apps are broken,
Maybe I've misunderstood what you're saying, but if the desktop has
changed in such a way that existing apps have started to misbehave, I'd
say the desktop, and not the apps, is broken.
actually galeon2 works correctly.
There is a published spec on freedesktop.org that is used by both kde
and gnome as well as other window managers, metacity follows the spec.
