To clear up the confusion, this is a RH 9 issue
RH have disable the menu editing in their gnome
To re-enable it go to etc/gnome-vfs-2.0/modules/
look for a file which has "with-menu-editing" in the title and rename it
(its obvious which it is - but I haven't got a stock RH box)
