It's Alt+rightclick, but Alt+spacebar should work. Note that these
docs are metacity-specific. I'm not sure what window manager you have.
If it's metacity, those things work for everyone else afaik, I've
never gotten a bug report on it... you can debug metacity by doing
"METACITY_USE_LOGFILE=1 METACITY_VERBOSE=1 metacity --replace" to
create a log file of what it's up to.

It's also possible I suppose that SuSE changes the defaults or
something.

The Sawfish control panels don't start if you aren't running sawfish.
GNOME 2.2 doesn't include sawfish though (or its control panels), it
uses metacity instead. GNOME 2.0 officially included Sawfish but most
distributions shipped GNOME 2.0 with metacity anyway (Mandrake, Red
Hat, and Solaris). I'm not sure about SuSE.
