Right click on the hide arrows (which seem to count as blank space) and
you will be able to "add to panel".

This leads to the odd situation that if you turn off the hide arrows you
cannot delete the floating panel until you delete each and every item on
it.  bug?

As for dead space I tried a few things and if there is a way to add dead
space i dont see it.
I had hoped that by holding on shift and dragging an icon the frame would
be forced to expand and leave a blank space behind but unfortunately that
did not work.  (as you probably all know on the panel holding shift and
dragging will push any icons in front of the icon you are dragging).
