gnome-panel accidental unsticking

If anyone can help....
-a silly problem but rather annoying...

occassional accidental loss of the gnome-panel by
making it unsticky then jumping to another page
and not knowing where it was left!

I am RedHat7.2/Sawfish and Gnome1.something and can
not really upgrade because the system is in permanent
use by inexperienced users so a simple working solution
would be ideal.

Can I actually make the panel completely sticky or
arrange a simple operation to bring the panel back?
